"It is said ..." by whom? The source document is about dragon newts. Are you really going to be believe a dragonnewt? Even if the dragonnewts speaks the truth as it knows it, perceptions can differ. If All Eyes Open But One determined that the way to open his final eye was to submit to the will of Genert, the dragonnewts would say he was an advisor and everyone else would say he was subdued.

There is plenty of room for creative interpretation.
