The simple statement of submit to the emperor or not, is at the very heart of how the lunars work. The fact of whether something is chaotic or not doesn't matter. Does it submit to the emperor. A group of broo may see the advantage in doing this - they gain protection and most likely have a better life. Non-sentient chaos is never going to submit. It dies. Organising the army is easier. Will it join us or should it die.

I think that a proselytising hero cult is more likely than a chaos killing one. It at least gives the chaos a chance of submission. That's the Seven Mothers isn't it?
