Offer an occasional amnesty for the rebels, offering free land for themselves and anyone else who wants to go to Riskland to take up the free land grants (with complete freedom of religion, of course). The Goddess is, as always, kind and merciful.
The combination of these leaves the tribe with a choice of kinstrife, giving up the outlaws or convincing them to leave for greener (or at least less monitored) pastures.
