AFAIK It was some sort of Angelic Appearance. Arkat appears at the behest of the Wizards' prayers and blesses the audience. It was supported by the Proven Appearance of Arkat Movement, not the cult of Great Arkat, Arkat Peacemaker or any other Arkat. Because Arkat appeared, Sentanos backed the cult to unite Ralios under its leadership ('Look! Even Arkat supports us!'). However since Arkat appears no more (nobody knows why), it is thought that the Arkat summoned by the PAoA Movement was a false one.

Certain people because of their spiritual similarities between an aspect of Arkat and themselves have managed (unwittingly) to gain the powers of the aspect. This appears to have been a practice of the Stygian Alliance where the resulting Arkats ruled the land, but the Outer Atomic Explorers damaged the spirit plane to prevent this undesirable state of affairs from continuing. IMO.
