Potentials

This is really a rules question, but since it has to do with an earlier, Gloranthan subject, that of the effect of large community rituals, I'll post it here.

Has anyone else out there thought of using something similar to the Potentials used in Nephilim for a nation's/tribe's/village's/cult's military strength, health care, prosperity etc? I think it might be a useful approach.

And any comments on the line of "Such things shouldn't be quantified" will be politely ignored.
