Er, the lunars have tax farmers. Thus if the Orlanthi farmer can produce more, then the lunars will take more.

I don't think the Lunars are in the habit of handing out tax exemptions for charitable donations (unless it's the Teelo Norri orphanage). Thus if the farmer has sufficent income to waste 10% of his worldly goods on a temple to Orlanth, the tax farmers aren't doing their job.
