Communication: That's Issaries, in one of his guises.

Just a wild guess for Fate, but IMO that source was Glorantha and is Arachne Solara.

Luck is difficult if regarded as a separate rune, but IMO it is just the lower half of Fate. If you ever encounter the upper half, RUN!
