Actually it specifically states the other way. If you split your skill to get multiple attacks, they must be against different opponents. (It doesn't say anything about splitting a skill into more than 2 attacks, but at any rate it seems pretty unfeasible to get more than 3 hits in a round with one-handed weapons since you need a 3SR gap between each attack.)

What happened to the rq-rules list anyway?
