The Gloranthan Equivalent of the Imperial Guard is the Imperial Bodyguard. Which the Phalanx are not. The Bloodspillers are a rather more potent than the Granite Phalanx. At the very least I'm match the Jar-eel of the Bloodspillers vs the leaders of the Phalanx. . .
