Any HQ requires an opponent that fits the requirements for the enemy. Holy Day ceremonies use unpopular locals, wandering trollkin, or captured enemies, full HQ re-enactment guides the questor to an appropriate enemy on the hero plane.

How about this:

If a Basmoli hero quests to gain the ability to smell the magical sap of lion slaying that some quest gives, and then he teaches this to his tribe, then his tribe's lions will be able to find the source of the sap and piss on it, rendering it useless. The lion hunt quest will then start to fail, because every time the hunter goes to the tree that seeps lion-killing sap, it has been pissed on by the lion that so smugly eats them at the end of the quest.

Does that sound right?
