Praxians and Pentans

Because they are not beasts of Waha. This taboo has become amplified in historical times because the Pure Horse People conquered Prax and the Praxians encountered the Pentans near the snowline during the second age. Furthermore most civilized people when invading Prax tend to ride horses. So the horse has progressed from being a minor tabooed beast (such as a woolly mammoth - try riding one into Prax and see what reaction you get - most praxians would be puzzled by the existance of such a beast) into a beast that evokes extreme hostility.

There is no linguistic link between the Pentans and the Praxians. The sole evidence for such comes from a third age praxian nomad (in KoS) recounting the mythology of the Horse people in the second age when they had made attempts to assimilate themselves within the mythical landscape of Prax (cf the creation of the Zebra tribe in RoC). The Horse people of other ages (cf 'the Ancestors of the Lenshi Kings' for a first age PoV and the Grazer myths in KoS for a third age PoV) are ignorant of any connection with Yamsur, Genert or the Wastelands.
