Close. It was a bad habit of the Carmanians whose reign was so terrible that any bad customs they had were also practiced in Kazkurtum's time (according to the Dara Happan PoV).
But this was written from the viewpoint of Dara Happans in Yelmgatha's time and so need not bear any relevance to what the Dara Happans think is wicked today.
