Dunno 'bout that -- though I agree it's a popular vote. The Kralorelans don't believe this, certainly.
Another popular choice is that souls _can_ be cycled, but let's not: Humakti and (I believe) the Lunars each have their own particular spin on this.
I have I feeling I'm forgetting a couple of Important Cases, but it's too late to fret about it.
