The Sendereven homelands are on the eastern edge of the East Isles, which as we know weren't affected by the Closing. So presumably they approach these islands from the east, nipping up the coast of Vithela if need be, to avoid the Closing's effects. This does require that the Outer World not be affected by the Closing, and that the Waertagi not have sailed far enough west (or any other direction) to have been found in the Outer World at the time the Closing took effect. Either that or some of the Waertagi were indeed stuck in the Outer World and just haven't been able to get back into the Inner World until recently, although, if so, they'd presumably be a bit outclassed by their more numerous cousins who've been to Hell and back and survived the experience...
