     I have no doubt that the Shan Shan Hsunchen do raid their neighbours with some frequency, and the Tiger people are the most common perpetrators IMO.

    As to the Kukri one has to remember that the 'true' Tiger people are essentially a stone-age culture and only have metal weapons when they've managed to nick some during an earlier raid. They do, on the other hand, have access to tigers, and many of them have appropriately deadly shape-shifting powers as well.

    In recent discussions about the tiger hsunchen it was suggested to me that there are bandits in Teshnos and southern Kralorela who claim hsunchen ancestry, and know enough of the rites to be able to practice limited shapeshifting  in rather the way that members of the Ancient Beast Societies in Ralios are said to (except with rather more lethal end results). These bandits would have easier access to metal weapons and other equipment, although they don't have the tigers or any real shamans or their side. I'm told this has links with RW myths about weretigers.
