I grew up near a rural town of 5,000 people. Candidates for council or the mayoral seat campaigned door-to-door throughout the town. Everyone in town was connected by probably two to three other people. If someone got shot or robbed or won a thousand dollars at one end of the town in the evening, the next morning everyone would be discussing it in the coffee-shop where I worked. The local paper came out once a week but was pretty much superfluous to local gossip.
I wouldn't say that "everyone" was involved in politics. But I would say that everyone was personally acquainted (either friendly or antagonistic) with at least one of the dozen or so people who ran the town.
I would expect Boldhome to be the same, with maybe 20 movers-and-shakers instead of a mere dozen.
