The Third Eye Blues are not broken Mostali but remnants of the Blue People that tried to seize surface Glorantha in the Flood. In the Northwest of Glorantha, they were allied to the Waertagi and the Logicians.

Their Blue Eye is a tattoo that helps them see the secrets of the metal, according to Apple Lane. I don't think from their western origins that it has anything to do with enlightenment, illumination or anything like that. Rather it helps them comprehend the changes that are taking place within the metal in some fluxy way.

After the Flood receded under the might of the Storm Gods, the Third Eye Blue ruled a Kingdom in Fronela. Unfortunately they discovered Iron, making enemies of the Nidan Decamony who promptly destroyed their kingdom and scattered them to the Four Winds.

Some end up in Pelanda where they help Daxdarius by equipping his men in metal, although they have a feud with the local Logicians for some reason.

Many Third Eye Blue still live in Northern Fronela although their homeland is still under the ban. I think Syranthir had some sort of alliance with them for the Lunar Wane Chronicle seems to think that he introduced them into Peloria.

The third eyes of Hwarin Dalthippa, Yara Aranis, Solar Storm and the Crimson Bat are a sign of enlightenment/illumination etc. The only other dude with the third eye is Deshkorgos who can sear people with bolts with it. He however is a darkness deity.
