Its got a lot of good scenarios and stuff in it, and plenty of details of the city of Pavis and the associated ruins (some of which was reprinted in River of Cradles). For the price, the 316pp of material have really *got* to be worth it, IMO.

Most games are probably set during Fazzur's rule, although a number must have reached (or started at) Tatius'. Other settings are reasonably popular too, but that's generally the 'defualt'. I've never heard of a game set during Argrath's rule, unless one counts Life of Moonson. Which doesn't mean there isn't one...

It depends what you want out of your game, really (assuming you have access to all three already). RQ3 has the advantage that that's what most of the supplements are written in, although, as a system it isn't much of an improvement over RQ2. Mixing the elements you like from RQ2 and 3 may well be a good idea, especially if your players are used to RQ.
OTOH, Pendragon's a quicker system, with less detail, and provides bonuses for behaving like your god via the personality trait system. So, if that's the kind of thing you like, why not? As actual simulations of Gloranthan reality and for ease of translation from/to Hero Wars they're probably all about equal.
Hero Wars is, of course, the obvious fourth option, but you'll have to wait until at least Feburary for that, so I doubt it's any use to you right now. I also know of people who have used GURPS and RoleMaster to game in Glorantha, seemingly with success.
