That's the way I read it too. I haven't run that particular scenario, but
I
quite often give my players problems which I haven't thought of a
solution to, and let them come up with whatever they can. (They often
come up with better solutions than the ones I'd planned for anyway).
For a scenario like Krang's Table, I'd give them some sort of 'get out
of jail free' item with a price for its use, so that failure wouldn't be
lethal.
