Note that you can also buy the HW rulebook separately; its released at the same time as the boxed set. Its possible your gaming group might want more than one copy of either or both books, so that players can have their own; if you want and can afford to do this the chances are you'd want to buy only one boxed set (for the maps), and buy the 'spare' books separately. If not, then, yes, you're better off not buying ItG when its released and waiting for the boxed set instead. How many gaming groups would want more than one copy of ItG, I'm not sure - though buying multiple copies of the rulebook would probably be more common.
