I think one can be a Rokari Stygian. It requires one be a crypto-  (remember Arkat started out as one) and embrace the Rokari Creed as an lie of the deceiver that is to be mastered/destroyed for spiritual enlightenment. Thus these Stygians look to outsiders like ordinary sorcery-using Rokari.

Admittedly being a crypto-Brithini is rather sad and so I think that this is an unhappy compromise of native Stygian beliefs and enforced Rokarism by nearby Tanisor.

I don't think all Rokari in Safelster are Stygians but that are significant proportion are.
