I would think the most difficult bit would be religious and political agreement. Religious from the river spirits who would be being defiled, from the Sun Dome who have ancient pacts with the River. Politically, the Sun County big wigs woul need persuading firstly that the scheme was to their benefit, and secondly bearing in mind they have been successfully convinced of the sense of the scheme that they shouldn't be in control of it, ('let this guy build the canal then evict him and take it over for the glory of the Sun!'). The most experienced canal digger in Prax is obviously Waha! Did he dig it to make a profit? Clearly not. Would he assist in a scheme that would help farmers? No way.

I am sure pleading to the Priests and Priestesses of Earth and Water would do no good at all. They have their own agenda and I doubt if it included canal building.
