Unless they have active chaos features, Lunar citizens don't detect as chaos. Most Orlanthi will state that Lunars are chaos sympathizers, but usually that is not enough to cause rebellion. Open calling of chaos, and taking chaos features would cause Storm Bull pogroms and promote Orlanthi or Praxian riots and rebellion. The authorities consider keeping the peace to be more important than enforcing tolerance of blatant chaos so they prohibit tainted individuals from entering high risk areas.
