Not AFAIK (but then I'm only a referee, so all normal disclaimers apply). It's possible a Marshal Volkhovos will have noticed Sheng's absence on his own, as he gets a rather hefty prod in that direction from his character sheet. (And he's meant to be paranoid).
A few Danfive Xaroni and Blue Army characters received this power so they would know that they could and should be participating in Underworld heroquests. The "explanation" bit is a bit of a stonking great hint, combined with some exposition, and covered up by a flimsy narrative fig-leaf to explain why they have this (potentially) ever-so-useful power.
