I don't think Arkat the Destroyer is chaotic anymore than Shargash is as the Destroyer is described as one of the non-underground cults, implying that it has some degree of respectability in Safelstran society. Therefore (IMO) the Chaos Monster represents a form of Arkat that is forbidden in Safelster.
