I don't think this is correct. The Lunars have defeated Tarsh which is just as old (assuming that you are dating the culture from the immigration into dragon pass and not the actual date that Sartar was crowned) and made it part of their empire.

The Lunars could incorporate the Sartarite culture into their Empire (not culture) and Goddess (following the example of Tarsh) but they don't want to for certain purposes (namely the need to mythically conquer Orlanth).

Although it's not longer independant, rumours of its disappearance are exaggerated. It maintains the framework of the Lunar Empire through which the message of the Goddess can propogate.

The Lunars are only a minority (but they're more prevalent than a veneer) within the Empire but they dominate several other cultures (including Dara Happan, Darjiinian, Rinliddi, Darsenite, Pelandan, Carmanian and several Orlanthi peoples).

I don't think it can be replaced. Orlanthi and Lunar ways cannot survive on the harsh chapparal.
