I would have thought that these are a bye-product or even a continuation
of the instant torture camps. What greater torture than to have your soul
trapped in your own decaying and abused corpse and not even be allowed the
dignity of death? Even if only a part of the soul is bound then that is
part that will not be going to Vithela when the emperor passes on...
