Wonder how they look to each other? Using the One Foot in the Hero Plane concept one could perhaps "see" the dragon around/above/within the Emperor, exarchs, etc depending on one's level of understanding. Scale (pardon the pun) would be meaningless. The Dragon can fit in a teacup or encircle the Empire. That general flaps his sleeves at you and you fly through a wall? Getting hit with the wing of a 200 foot long dragon will do that to you.
