Ah, that's somewhat true, I suspect. Certainly in latter days the two have intermingled to a positively indecent extent; how distinct they ever were is hard to tell. As you pointed out yourself, this conflict originates yet earlier (in Shavaya's time, it would seem), and continues ever since.
