If you looked at Godunya or an Exarch in a special way, you could certainly see the dragon within. Moreover the Kralori do know how to reach a particular dragon from a long distance in order to communicate with the corresponding official, although the ease of this depends on how draconically aware you are (or even the awareness of the official concerned).
