Part of what I was getting at with this comment was that Storm Bulls routinely violate social codes. IMO, Praxian males do not engage in homosexual activity (at least not in anything but the greatest secrecy), because Praxian culture cannot afford to sanction non-procreative sex. There may also probably mythic reasons for this, as well as parallels drawn from animal life. Uroxi, on the other hand, do whatever they damn well please, and usually can't be forced to account for their actions because their role as chaos-slayers is too vital for tribal survival.

Again, Uroxi commit all sorts of crimes, including rape, especially when drunk.

Agreed that it does have overtones of 'blame the victim', but I think the idea is that Thed was so humiliated by the experience that she wanted to force her pain onto others as a way of mastering her own pain. For Thed, sex can only be violent, painful, and forcible. Thus the broos can only procreate in violent, painful, forcible ways.
