Past LBQs have raised someone whose soul was in hell (Arkat, Yelm etc). When Argrath uses it to bring back Sheng Seleris, he causes a major earthquake merely because his request cannot be initially granted (because Sheng Seleris was in a Lunar Hell). The spirit of the White Bear is on Harrek's back (and for a considerable period of time to come). Hence I don't think the LBQ would work.
