No, you see the skills are not just skills, they are part of his many soul aspects. He literally gives you a piece of himself. Kind of like handing over a hand. You don't get it back until you come and take it. The proxies have been known to try to hold onto their powers. It is one reason why the Proxies are split so heavily. It minimises their power. When he resurrects, he is without the powers he gave out. This is another reason why the Emperor has to pass the Tests for DH Emperor every time, he has given the powers of Yelm and Antirius to the Golden Proxy and then has to get them back and prove himself again. Dying is a tricky business for the Emperor.
