No. They accept Other People can do magic but they know that all magic comes from God. Since the magic of other people is not approved by the scriptures and other learned authorities, it follows logically that the magic of Other People comes at a terrible cost. Since Other People are not in Solace, the nature of this cost is apparent, but how exactly this damage is caused is a subject of vigorous debate amongst the learned.

>Now what I'm trying to get at is that my undestanding of 'blasphemous' is
>that you think that there are no other gods, whereas if you accept that
>other gods exist then this strays into the realm of theism and it's my god
>vs your god.

And the Malkioni belief is that there is only One True God. But they do admit the existence of entities capable of conferring blessings and spells. They are all lesser emanations of him and thus not God, insofar as a human being or a horse is not God.

Some of these beings deny that they derive from God and demonstrably suffer for it in that they are not to be found in Solace. These beings are what Other People call Gods and they worship them with debased rites.

>So I suppose my question is, does the Malkioni think false gods are 'gods',
>but wrong/evil ones, or does he think false gods are not 'gods' but only
>appear to be gods to the foolhardy (blasphemous) people who are nevertheless
>(how?) able to derive magic from them?

It depends on the sect or heresy.
