Like the Emperor, all of above. Masks are chosen, made, enthusiastically assent, get the short straw, dragged screaming and kicking etc. Only within the last couple of Masks has there been the general awareness among the elite of how a Mask is chosen and so they are making all sorts of plans on what to do when Argenteus passes on.

It's unfortunate that these plans all hinge upon the premise that at least one person gets to be TakenEgi...

You'll have to convince the rest of the Egi at least that such a thing is worthwhile. However they've already reincarnated the Emperor as an Old Hermit and a Bloated Drunkard, so that step may not be as tough as it appears.

Also TakenEgi is not above using these weaknesses as strengths to confound his enemies.

He could. But I think in Pelorian Philosophy, nonhumans/ monsters are a type of incomplete (i.e. a troll would be a being dominated by its shadow part). When the Emperor is reincarnated, he becomes complete and so non-humanity would vanish...
