My article "The Port of Nochet" (published in Tradetalk 3 and also available on MOB's Glorantha Page) suggests they've done just that, down Esrolia way. The westerner trader princes of Nochet, alarmed by Rhigos recently setting itself as a "free port", have talked the Matriarch into establishing customs posts along the Porthomekan frontier.
The Caprati family of Pasos control the wharves on the city side of the river, and own the monopoly on all sea-borne grain trade (except that going to Karse). The Du Tumerine family of Seshnela have their wharves on the other side and have a monopoly on all trade from the Shadowlands, and recently won the rights to export milled hops and Esrolian tobacco to the West.
