Almost...
Storm Bull and Urox are two entirely seperate beings - SB is a great spirit of Prax, Urox is Orlanth's brother. They have many things in common (hatred of chaos, berserker combat, beer parties, no sense of personal hygene...) and followers of one will certainly recognize the other. However, they can't normally get benefits from the other - except in one place: The Eternal Battle. There, where the world is at its lowest ebb and everything is broken, SB/U is a transcendent being, and a theist worshipper can get integrated spirits, or animist tribesmen can get affinities & feats. All you have to do is enter the Battle, and you're set!
The Cults of Prax writeup is obviously a God Learner documentation of the phenomenon, lumping two similar beings together to produce one entity.
