would it not also be fair to assume that orlanth can still gain significant power from smaller clan shrines and also travelling/adventuring worshippers on the road. a significant proportion of orlanths followers are not in the cities anyway, but "local people worshipping at local shrines" (help "the league of gentlemen" is with me where ever i go)
