    No. Only the Orlanthi and Pamaltelan cultures worship her (and perhaps the Praxians, since they have limited worship of earth goddesses). Other pantheons have much different ideas about what happens to the dead, and TKT receives only the dead from those cultures. Perhaps she has some influence over other dead spirists, sort of the way Daka Fal does.

    Babs is a goddess for both the Orlanthi and Pameltelans, so it's not a problem.

    The initiates probably can perform the rites, but I don't think the lay members can. They're not initiated very far into the cult's mysteries. Since the cult allows initiates to sacrifice to its magic, there would be some possibility for initiates in remote areas to know all the proper spells and rituals. Also, remember that the cult's requirements are pretty minimal compared to other cults, so there are probably more priestesses than for some cults. The chief challenge to becoming a priestess is survival.
