The sacred alphabet appears in Fortunate Succession; presumably it's Dara Happan.

As for severed Humakti, I realize the reference is very old, but Sarostip Cold-Eye is described [Wyrms Footprints p.99] as being a clan chieftain, and in line to become king of the Malani. Orlanthi would not be ruled by someone who is not kin, IMO, so this indicates to me that there are degrees of severing. It would have to be enough to absolve kin of paying wergild for the Humakti's killings (and probably collecting wergild if he's killed), but it may not go any further. Which is essentially what Humakt himself did.
