In the early empire actual legionaries all had to be citizens before enlisting - what they earned by there service was land. OTOH auxiliaries did earn citizenship on discharge, and they were typically as numerous as the legionaries.

In the later empire, the citizenship was extended in stages until it included the whole empire.
