The tools that the Emperor uses to maintain internal control are focussed in the Hunter Corps, which contains a spectrum of individuals, units and organisations that range from the Emperors Falconers to the Fervent Brass Guards, a super deadly heroband that reports only to the Emperor (or Padishah as they call him). Further spy groups, explorators, aggressive heroquesting assassins, Imperial killers, special forces and Atrocity Proxies all belong to the Hunter Corps. Further these groups are often at odds and recieve very little centralised direction.

There is no single method the Emperor uses to maintain control, for his very existence is the strongest controlling factor in the Empire. While he exists the Empire will always exist. It is his death and total dissapearance in 1628 that truly begins the Hero Wars for the Empire. The Dragon Event was certainly an annoyance for them but comparable to Britain losing the colonies to the American Revolution - the Empire lived on and thrived in other ways. Where the HW truly scupper the Empire is with his death. The centrifugal forces that always tore apart the Dara Happan Empire come into play once the inclusive Red Emperor no longer binds it all together.
