That's King Yalaring Monsterslayer and his proscription against pigs resulted in a new enclosure being built for them outside the main citadel. He didn't get rid of them altogether. This could just show a personal dislike for pigs, it doesn't have to show a major cultural difference between the citadel dwellers and the hearths. There's nothing strange about rural and urban members of the same society having different preferences. Nobody in the province I live wants pig operations near them either no matter how economically important they are. Doesn't mean we're against pig operations (well, not all of us anyway).

True, good point (as were the Sun County points).

There's absolutely nothing that prevents Balazar from having found a spirit on the Spirit Plane and bringing it back to Votankiland. There are remnants of spirits and gods all over Glorantha.

The other possibility is that this "god" he stole from the dragons was actually some sort of magical item that allowed contact with a swine spirit.
