This is not how I read it.

Issaries is the Talking God, and the Lord of Tongues. As such he could be called upon by any Orlanthi storyteller, just as it would be common to call upon Heler during a drought, or Chalana when struck by illness. IMO, at least.

Only Jarang, in the second invocation, is expressly an initiate of Issaries.
