Such an event on this large magnitude is a future event of the Hero Wars, not something ongoing now. The HW Campaign arc includes the heroes to be among the people that discover how to do these big things. The parts exist separate from each other, but when they are thrown together by future well-meaning minimaxers I think the result will be much as described in KoS.
