It's described as 'Creation/Rebirth' in the rulebook, which I'd argue is, indeed, Creation (albeit it's resurrection, too). Which is what you'd expect if its the opposite of Annihilation. The difference, I presume, is that Creation is (relatively speaking) permanent, whereas Illusion is a temporary thing, no matter how 'real' it may be for the duration.
