This is not present in all RW religions but only in those who posit an all-powerful, all-benevelont god. To the Cathars evil is present in the world because it was created by Rex Mundi, Satan and is inherently to evil. To polytheists evil exists because of the actions of evil deities be it Thed or Loki.
