Lunar population figures - wild speculation

Inspired by an earlier post by Alex, and somewhat bored this lunch time, I quickly totted up the figures for the Lunar population. If you look just at the empire itself (no provinces, no western reaches) you get a figure a bit higher than the one in ten quoted. Approx. 13.9% of the empire is listed as "Lunar". Which, given the vague nature of the figures, is near as damn it 14.2%. Or one in seven.

Now, all lunars have seven souls - six "normal" ones, plus a seventh lunar soul. One in seven. Coincidence? Quite possibly, but the idea that the lunar citizens form the lunar soul of the empire appeals. It also explains why the western reaches, provinces, etc. aren't part of the Empire proper. They would drag down the proportion of lunar citizens, damaging the empire's soul. Only when the numbers are right can they be admitted, and they in turn can start to convert the rest of the world. Once one in seven of the entire lozenge is "lunar", the great heroquest will be completed, and Glorantha will reach enlightenment.
