The player makes it themselves, it's something they learn as an apprentice just as an alchemist learns to powder mummy, dry dragon's blood etc. Yes, it's insanely expensive because of the amount of work involved but real world wizards spent vast amounts getting the right ingredients to far less effect than those in Glorantha.
