So are there no circumstances under which an independent publisher, having worked diligently on a product for months, obtained artwork, drawn maps, completed layout and submitted a final pre-print version for Issaries' approval, would be told "We won't let you print that, but if you give it to us we'll print it ourselves"?

If so, I don't see why the Policy anticipates exactly that situation arising (at 4.D).

Further, once you've reviewed the submission (and rejected it), because of the dratted Concept Use Statement you'd have carte blanche to rework its original content into your own publication stream. Which is what a layman like myself would call "stealing", although well-paid IP lawyers probably use fancy terms to remove the stigma.
